Smile 96 fog in headlights

My brother has 96tbird has fog inside of headlights polished outside to restore clarity but has developed fog on inside. Any ideas? ?

Broke seal at bulbs or where lens meets housing. Also could have crack some where. But any way water is getting inside the housing, might even have a stopped up vent tube.

Headlights of that vintage may be vented. Sometimes they have a small filter to let air in and a small drain at the bottom to let moisture out. Something might be clogged up.
