Tie-Down Hook?

Hey Birders; Anyone know the purpose of the metal plate welded to the underside of the right rear "frame" rail? It has a large hole in the center and looks like a tiedown for the carriers to use but mine was pulled partially away when I shipped the car from SoCal to Dallas. I'm thinking about just having it removed like an appendix.

Any thoughts on this?
