Your vinyl dash pad is not the original style. It's some sort of handmade replacement. If you are planning on keeping it you can paint the metal part without removing it from the car. I would remove the gauge bezels, gauges and mask the instrument panel. That's the easiest way. If you are planning to replace the dash pad with an original style you will have to remove the entire dash. Your '58 only used a partial vinyl dash with the rest being the exposed metal. In 1960 the vinyl covered the entire metal dash. If you are planning on replacing the vinyl dash pad you will have to cut the new dash per the instructions in the TRL. It's a very tedious job and you can easily ruin a $500 dash pad. As for the electric wiper motor it is easier with the dash out but I wouldn't remove the dash just to put it in. Most people install it with the dash in place.
