I have the steering wheel off. If I ground to the brass pin, horns work. But, I must use the outer column to get the ground as the steering shaft will not ground ?

The insulators and all parts appear good. I did a ground check and insulator will ground to wheel when depressed. Off car.

So, anyone have any ideas. Is there a shaft ground that I don't see or ????

Have you looked in the Technical Resource Library? This is covered there. Here is a link to that section. That should explain to you how the horn set up works. That discussion is for Squarebirds, but it might be the same for Bulletbirds.

Sounds like your column slid down, away from the steering wheel.

Do as Ray suggests and check out the TRL. We have had extensive posts regarding this condition. - Dave

Horn Help

Yes, as Dave said, it could be that your steering column slid down slightly, away from the steering wheel, breaking the horn connection inside so it will not blow the horn. On Squarebirds, when this happens, we loosen the bolts right under the dash that holds the steering wheel in place. Sitting behind the wheel, we pull up on it til it wont go any further. At that point, the contacts for the horn should meet again, and pushing down on the horn ring, blows the horn. Then you have to have someone tighten up those bolts while you are holding up the steering wheel so you don't lose the connection again. Or you have to get out from behind the wheel and tighten them up yourself, hoping the connection does not slide down and you lose connection again.
