In Michigan, we have a "Certificate of Title". And yes, the state keeps record of this forever (supposedly). I have never heard of Michigan losing record of a Title.
If you have a Title for a motorcycle, trailer, watercraft, truck or motorhome, you no longer need a Bill of Sale. The state only looks at it once, to issue a Title. Registration is optional. If you don't plan on driving the car on public streets, there is no need to Register the car for new annual license plates. You can always do that later if you show Proof of Insurance.
Each state does their own registration and title rules. I would NEVER buy a car without a clear title. It is official documented proof of ownership, without question. - Dave
