Vacuum device - what is it???

Behind the dash fascia on the passenger side is an aluminum 'device' that all the vacuum hoses seem to come out of.
What is this device called and what is its purpose??

My '66 T'bird does not have air-con or cruise-control if that's any help.

That is for the ventilation control. By that time, Ford was getting away from using cables for the ever more complicated ventilation and limited dash space.
