On mine, where you are missing that area, I have a flange that contacts the bracket (see below) no bolt. This makes a tri-pod contact area for the pump. That contact point needs to be there because the belt tension is pulling the pump againt it. Might crack the pump housing.
If that hole is threaded, I would use a bolt through that hole untill it contacts the bracket face. This way, it would take some of the pressure off of the other two bolts.
