Unhappy Another Steering Question

I thought I would throw another question out there.

I replaced the horn ring. It was not as easy as anticipated, partly due to parts. I made my own cork gasket to keep it from honking when I connected the battery. Per everyone's help, the last fix I did was to loosen the bolts underneath the column and move it down. This stopped the honking. I thought everything was fine.

It sat for a week, and when I went to drive to have them replace the rear u-joint. Now the steering is WAAAY tight. I never went over 30 and had very few turns. The gentleman looked at it and thought it to be a problem with the steering column. I told him what I had done and he said that he couldn't move the column back up. He was going to give it another try, but I haven't heard back. I had to to go to a funeral and missed him before he left for the weekend.

Any ideas? I really can't afford to fix another problem, but I am in the process of selling it....
