Just a wild guess, I have not come across these parts yet but I have not installed or checked the fender skirt system yet. So it could have something to do with the fender skirts?
Do you have the original glove box door brackets. They have a tendency to break and maybe somebody used these as replacements. They're definitely not for the fender skirts.
These parts are about four inches long. They flex some. As you can see they are a pair, not mirror image. I think they have something to do with the glovebox but I can't see how they fit. Anyone? Thanks.

I used them to pull the head liner tight in my hardtop. they hook to the front cross rod and the top of the window frame.
Tom Pfaff wants to get in the Mystery Parts Game. Here is his entry.
"Ray,I see some posts on mystery parts.I have four pieces that I have when I took my 59 t bird apart and do not know where they go ,if anyone knows it would be nice to find out.Every once in a while I look at them try remember where I took them off at.I want to get in the game "
Here is his picture. Can anyone tell him what they are?
I wish I could help Tom. They look eerily familiar but I can't remember either. The shop manual is a big help but it doesn't have everything. For example the clips that George just id'd for us.
