Horn ring problem

I had to take my steering wheel off a while ago, now I have put everything back together my horn wheel not blow unless the wheel s centered. I broke the catch ring that holds everything tgether and gor another and ir still dosen't work right most fords in the club you just tap their horns and they blow, I wonder what I need?
