Dash wiring and things

Hi,
My car was disassembed when I purchased it.

The wiring for the lights that runs from the steering column area to the rear of the car is hanging down under the brake pedal, mine also runs down the middle of the car under the centre console.
Should this run over the top of the steering column, and should it fix to anything?
I have a circuit breaker hanging down near the left kick panel where should this be screwed too?
Anyone have a photo of the bracket that the hood pull level fixes too, I'm not sure what it looks like or even if I have it.
