Jim, I'm terribly sorry your condo has this very unnecessary problem. I realize hindsight is 20/20, but with that kind of sag, and it being so young, somebody either tried to cut costs or they fell down dead. I would get my city's Inspection Dept., and my homeowner's insurance company involved.
A 20' span is substantial, especially when it supports multiple floors. The builder could have made the trusses more substantial and the inspector should have caught it. Consequently, you get to pay for (and look at) a tall header beam on your ceiling. - Dave
