I currently have my front and rear bumpers assembled with the brackets on. My question is what is the best way to install. All assembled or brackets put on and then the bumpers?

I always install them with the brackets on. As for the rear bumper I build a platform out of some old tires and plywood even with the rear of the car so I can just slide the bumper into place.
I install them with the brackets on, but loose so that adjustments can be made and then tightened in position. Two bolts at the rear a bit difficult to reach, but it can be done.

I did the same as Carl. Had a number of small rugs for keeping anything from being dinged. (if you have paid to have them rechromed, the thought of them getting damaged in any way might bring on psychological trama . . . )
Leaving things loose, especially in the front, can be important so that you get everything even and symmetric. There is definitely some "play" in the bolt positions. The back, as I recall, was more straightforward.
