What does the fresh air vent duct work supposed to be on my 66 convertible? There is what appears to be a fresh intake under the hood spring on each side, but when I open the vent hot air from the engine compartment pours into the car. Is there supposed to be a duct of some kind connected to the fresh air intake opening to allow unheated air to enter the car?

Fresh air enters through the slots in the cowl behind the hood. What you described are probably the oval drain holes for the cowl plenum. Those need to be covered with rubber check valves to let water drain out and keep air from entering into them.
Search the online dealers for cowl drain tubes. -
