I assume you want to do this to get a more original look than by putting a repro decal on?
Your options would seem to be:
* repro decal with Testor's Dullcote sprayed on to take the shininess away
* find someone with an already made rubber stamp with the correct information. This is probably how they were originally done
* get a dry transfer made. Looks just like the rubber stamp but needs a clear coat to protect it
* find an NOS regulator that has all the lettering completely intact.
Personally I believe the last option is probably both the cheapeast and easiest. Since these regulators were used on many Fords, finding an NOS-boxed one should be feasible.
You can buy blank decal sheets for computer printers so you could scan in a decal (with the wrong colors)into a .JPG file, fire up Photoshop and change the colors! then print up what you need. Heck, you could sell extras to the rest of us!
now that is interesting,, you say i can buy decals that i can make myself,..where would i get that, If i can do that i can make 100 of them for all of us

I poked around with Google for a couple of minutes and came up with the following url for an on-line company that sells decal paper:

You buy 8.5 x 11 sheets depending on the type of printer you have (ink jet or laser) and print your file to them. So the start up would be scanning in a decal and then modifying it with Photoshop or whatever your favorite package is.
Since the voltage regulator was the start of this, is the printing supposed to be white? I have a decal I bought some time ago but never got around to installing and the printing is gold.

Actually a GOLD YELLOW color if that helps, the decals they sell are too DARK GOLD to look original and too small

A rubber stamp would be great if someone could get one made up
economically... I have tried them on other things and you have to practice some to get it on straight and not smear the printing by letting your hand rotate the tiniest bit. I recall practicing quite a bit on something before I took a shot at the final product. Some Testor's Dullcoat or something afterward to protect the print is almost mandatory.
Any ideas on how to get a rubber stamp?? I would guess that was how Ford (or the subcontractor) put them on originally, with a machine on an assembly line.
Probably the best hing to do is to take a picture of the writing, upload it in to Photoshop, PhotoDraw or some other grpahics program and try to duplicate the font and spacing, then make the stamp.
