How dose the wiper moter return to rest position? when I turn the knob the wipers go up and stay when I turn the knob back they go down. What am I over looking? Any help would be great thanks.

When you turn the wiper control to off, the engine vacuum brings the wipers to a rest position. If by rotating the wiper control the wipers only move part of the way, but do not move back and forth, the motor needs be be rebuilt.

to echo Alexander, the people at wiperman.com are fast, cheap and do good work! A rebuilt motor comes with a warranty.
Aside from possibly overhauling the motor itself, you need to have adequate vacuum and no leaks or you get nowhere.
Vacuum from your fuel pump should be 12-18 inches. You also want to check all the lines involved for leaks or open ends or the vacuum will be literally wasted. This is a closed system!
