The 1960 uses a resistor in the wire running from the ignition switch, there is no separate ballast like in 1958 and 1959. Make sure that wire is intact. You cannot use plain wire, you will overheat and burn out the coil. An ohmeter should make it obvious that it is a resistor wire.
