will note that the 62 owners manual for fuse for the instrument panel lights just says it is between said lights and the rheostat which is the black fuse terminal in the prev post link. I found mine on the lip if the lower dash that runs above your knee on drivers side.

Ok, that can easily be remedied. Harbor Freight sells them for under ten bucks. Sometimes they GIVE them away for free. Get one. It will include an instruction sheet.
In addition, there are many YouTube 'how to' videos that demonstrate the use of a multimeter. CLICK HERE for an example.
We all start out the same, knowing nothing about this so don't be afraid to learn about such an important automotive (and shop) tool. (I use it to fix my Christmas lights as well.) - DaveMember, Sons of the American Revolution

A car is an excellent system to learn the basics of electricity because the battery is 12 volts. 12 volts will not shock you.
