Seat belt placement question

Is it only on the passenger side seat that you move 2 1/2 inches towards the rocker from the dimple-not on the drivers side seat?

It is both the passenger and driver side that you place the hole 2.5 outwards towards the rocker. I do not know why the dimples are not exactly where the seat-belt holes need to be. Perhaps the widening of the car 1 inch at the 11th hour has something to do with it. The floor pans may have been finalized by then.
