Default 1/4 Windows...Any way to tighten them?

When open all the way the wind always closed them, when opened halfway the same. Is there a set screw or anything that can tighten them up?
:o

Those aren't quarter windows that you are referring to!

The set screw is on the top of the vent windows.

I was wondering how the wind could affect your quarter windows.
