Default secondary circuit diaphragm

My secondaries won't kick in. I removed the cover to the secondary diaphragm, managed not to lose the spring. Looking at a shop manual, there doesn't LOOK to be anything to HOLD ON TO the diaphragm assembly. But, while the edges seemed willing to come away from the main body, it felt like something was hung up behind the middle of the diaphragm. I sure didn't want to pull it unless I knew whether or not there was supposed to be a resistance. The shop manual shows a pivoting bar attached to the secondary operating rod with one end in the chamber behind the diaphragm - is that connected somehow?
