on my 1966, with the 390 cu in, I changer the fuel filter cartridge, now not getting gas to carb. Does the fuel filter canister need to be full of gas when it is re-installed ?

It helps to prime the fuel pump. You can take the line that goes to the carburetor off and pour gas down it to prime the pump.

Fuel Filter
Still having a problem getting fuel to carb. Engine would start and run. I decided to change the fuel filter cartridge. Removed the canister and cleaned it. Replaced the cartridge / gasket and reassembled . Cranking engine, with remote button off solinoid, no key on, can't get gas ! Poured gas down fuel line to fill pump, still won't pump.
What is my next step ?Comment

My suggestion is to remove the line from the fuel pump to the tank and connect a line from the fuel pump to a gas can. If it feeds gas from the can then the pump is ok and you may have a blockage in the fuel pickup screen or tube on the sender unit. If it doesn't draw gas from the can then your pump is probably shot.
