I dont know too much about repainting a car. I would be okay on most of the basics, but im not sure if I should just sand or if I should use a paint remover. Any suggestions?

Okay, I was thinking about getting a plate and welding it to the main frame of the seat and forming it to bend over the pipe like top frame. From here have it go out of the seat however high we need...
