They're the headlight bezels. They fit 1960. 1958/9 only used one mounting screw. They're pretty common so not worth a whole lot.

There are no fuses. If the temp gauge doesn't work it's either the gauge, the sender or the wiring. If the fuel gauge works then the CVR is probably ok. It controls both units.
