No. It can't be put in incorrectly. If it doesn't start you may have to prime the pump by pouring some gas into it. It also helps to fill the carburetor bowls.

I didn't do anything wrong. I've rebuilt many valves over the years and never had an issue until recently. It just appears that the seals that the vendors sell are not as good as they were years ago...
