How to Paint: Chemical striper or sand?

I dont know too much about repainting a car. I would be okay on most of the basics, but im not sure if I should just sand or if I should use a paint remover. Any suggestions?

I use a 4 inch spiral wound steel wire brush on a small side grinder. It hates paint and doesn't tear up the base metal like sanding, grinding etc. and it's a hole lot easier cleanner and cheaper than caustic paint stripper. There's also no residue to worry about. For smaller areas I use a spiral wound steel 2 inch cup brush. Harbor Freight sells the grinders for 15 bucks and the bruches too. Just remove the grinding wheel and install the wire brush.

ps: it's fast!

Grinder
http://www.harborfreight.com/cpi/cta...temnumber=3150
$15.95

Wire Brush
http://www.harborfreight.com/cpi/cta...emnumber=91278
$2.99

Wire Cup 2 1/2 inch
http://www.harborfreight.com/cpi/cta...emnumber=47926
$4.99

I bought 2 grinders and 2 of each brush so I don't have to change. Wear gloves and eye protection because the wires do break off.
